There's no error. This is how the Pokémon TCG works. Standard rotates out a block of cards every year. The cards still being playable in Expanded is also intentional. Rotation only affects Stand…5 -

The 400 pack limit is probably there to prevent people from using exploits, like infinite credits with Celebration packs. I’m not saying it’s right, just giving some context.5 -
