Canonically the Arceus we see isn't the actual Arceus iirc. Arceus' true form is much more powerful. And even the Arceus we can see and catch is already stronger than Mewtwo.1 -

In normal form it's clearly Arceus... but Gigantimax Eternatus is the strongest (no normal form) Pokémon by far.1 -
