That's caused by a DC. If it's happening to you a lot, you have connection issues. The action timer is 45 seconds. If they take more than that to do anything, just close the app and move on…1 -

The fact that the devs didn't expect the maintenance to fix the matchmaking issue means that it was likely a "turn it off and back on" situation with the servers, which is hilarious.3
