It's not a bug, it's in the game rules. When your active Pokémon is moved to the Bench, it loses all effects of attacks, including your own (see Retreating section of Pokémon TCG Rule Book).1 -

Are there any plans for local play on Pokemon TCG Live? For example, battling against friends in casual. Perhaps even an offline mode where you can battle via blue tooth?1 -
