I, finally, managed to play TCG Live with my account on my Windows PC… with an Android emulator.
On my PC, when TCG Live is loading in the stage of "Catching wild Pokémon 46/48", it throws me an error 19021, even with VPN turned on in time (without VPN, it says error 10011 — current country is unsupported; with VPN always on, it doesn't allow me to log in).
Then I managed to play on BlueStacks. Miserably, I have to turn on VPN in time as well.
My VPN is so slow that I can't take turns quickly. I've experienced a match that I finished with about 2 to 3 (of 20) minutes remaining. Can you be patient when playing with me there?

  Now I don't have to turn on VPN in time to play on BlueStacks. Just use 1.1.1.1 (I don't mean to advertise), and now I can get in.

  Finally again, I managed to get in the PC version of TCG Live using another VPN. Now I can take turns faster.

  I never got back to you today regarding the second part... I apologize! I was side tracked..... So switching in Ban/Draft style.... Honestly, I've only done it once or twice.... I understand the theory behind it .. I believe it is so if you are one of the first people to pick but you see your teammate who will be way later to pick and less likely to get what they want, you have the option of choosing their pokemon first so the other team doesn't get it. Then you offer to switch with them whatever they choose .…I see this working best with a team that already some sort of strategy in place prematchup... Otherwise how would the other person know what you would like if you choose theirs for them? Hmmm .… Has anyone ever offered you to switch? (I'm curious)
