It's how it was designed, promo cards don't have any regular rarity, those have their own rarity that is called PROMO rarity… so those don't meet the quest requirements... to complete …5 -

The game aggregates all the card rarities in "a single card" in the deck builder, so to choose correctly you have to select the dropdown bellow the enlarged card and choose the card rarity …5 -

Read your opponent's cards. If you're not going to read cards, you have no business playing a card game. The entire point of that deck is to lock the opponent.5
