Because they have rotated out of the Standard format, so you can't play those in Standard. You should be able to play them in a Expanded format deck tho.3 -

what your misreading is shaymin stops attacks to benched Pokemon, dragapults attack is the 200 to the active and then it places damage counters the counters are not classified as “an attack” so shaym…3 -
