It's not a bug, it's in the game rules. When your active Pokémon is moved to the Bench, it loses all effects of attacks, including your own (see Retreating section of Pokémon TCG Rule Book).1 -

Dark Signal definitely has a bug. I drag a Pokemon to the Active, but it doesn't register and doesn't gust.1 -
