Expanded is already supposed to include BW onward, but it's still in beta. I wouldn't expect that to change any time soon since standard is still incredibly buggy and a new bug pops up with every expansion. I don't think the HS sets will ever be included since a lot of mechanic changes were made in the shift to BW.

I actually do like the sleeves/coins/boxes, but you only ever need to unlock them once, and the same is true for avatar items, so there isn't really a sink for coins that makes them look very appealing like the crystals or credits.
