They should "have" to sell them. You could work with them to get them stock of the pre con decks and see if they would also sell packs.

@PokemiiAC I found that the most common supplier of sealed product in large quantities is GTS Distribution. I don't feel like going through the process of making an account with them, though you can. That would have to happen with the store because it is typically very expensive, but if you can get in contact with them early, you could set up something and convince them to allocate resources to selling pokemon products rather than something else.

Well, idk job laws in the UK. Also, for professor, you must be 18 or older, though you could see if a worker that they have would be interested and have them handle paperwork while you handle actual planning. You would have likely have to do a tiny bit of data to prove profitability, but if you could catch them before they manage to get their attention before they fully plan what they'll be selling, it might be a tiny bit easier to convince them. It shouldn't be that hard as long as you can be convincing enough.
