I just tested it myself and there's no bug. It sounds like you didn't have any damaged Pawniard on your bench.

Benched Pawniard specifically, not just any benched Pokemon. Are you sure that you actually had benched Pawniard with damage counters and didn't just misread the card?

The servers are messed up and need maintenance. A lot of people are complaining, but the devs are showing incompetence again by being silent about major issues and sticking to whatever dumb schedule they have instead of accelerating a fix. They'll probably announce maintenance tomorrow though.
