It's a desync. If it's a Mew player, it's being done intentionally as an exploit for free wins. Fusion Strike Energy is broken, but not banned because the dev team doesn't want to admit they broke it.

PLEASE ADD ROUGH SEAS TO STANDARD DECK. It completely ruins water decks and its not fair considering steel and dragons still get crystal cave. @PeterCapObvious I was wrong. People wanting to abuse the system lied here to prevent a ban and they deceived me.

Because the devs suck and use shortcuts like checking the discard pile instead of setting flags.
