I'd try disconnecting USB devices like game controllers and such that it might be trying to open as a webcam before opening that screen.

You don't collect packs in Live. They are supposed to all open immediately after redemption. You can try to redeem the codes again to see if they are marked as used or not. If they are used, the cards from the packs should already be in your collection.

Yeah I'm not sure why the maintenance message itself doesn't specify. The announcements for them in-client several hours before they happen do put the timezone.

PTCGL only gives 5 cards per pack. Somebody would have to check to be sure, but I don't really think they'd reduce further for the smaller ones.

Might be useful to know what device and Operating System version you are using.
