It should open as soon as you redeem it. You don't have a pack inventory in Live. You get the cards themselves, not the kit.

Confirming the bugs mentioned. I get the feeling that, in exchange for putting more credits on the pass, they tried to prevent us from earing credits from the cards on the pass (which is horrible and predatory) by changing it so that decks only give you enough copies of the cards you need in order to complete the list.…

Hopefully the next patch (which I assume will be in 5 weeks for PGO) will be a bit easier to implement lol. Also, yes, going forward you should make sure the ladder end dates are accurate. I have a feeling there's a reason the date was moved up though.
