You're right. I forgot that "client-only banned" cards for a format don't show up in the filters for the format.

That's very likely. Lots of people forget that Radiant Pokemon have rule boxes.

They are no longer in Standard, so you have to switch the format to Expanded in the deck editor to see them. Only Sun & Moon on is implemented for Expanded as well, so you should be able to see your EX, but not play with them.

The Expanded beta is only Sun & Moon on currently. That part isn't really a bug, but expected behaviour for now. It seems like whenever an additional user-controlled effect applies for an attack these cards have issues. Did the attack you use do something like attaching a card to another card, or putting something into your hand, or even just asked if you want to use an effect?

I believe this is related to 802/rugged-helmet-blissey-v which is about Rugged Helmet triggering for every energy that gets attached to Blissey V. Does it seem like it triggers each time an Energy is attached?

It is not. You will have to either wait until it is available in your country or use a VPN. Note that using VPN is unsupported and if you have issues the support team won't really be able to help.
