Switching a Pokemon to the bench removes effects of attacks on it, including its own attacks. That's intentional and not a bug. This is a common interaction.

PTCGO was made by a company called Dire Wolf. PTCGL is being made by an internal team within TPCi. Dire Wolf is not involved in Live's development and is not owned by TPCi. Therefore, PTCGO devs and resources will not be moved to PTCGL on the shutdown. Servers might, but that's about it.
