This is working correctly. Moving to the bench removes all lingering effects of attacks, which is why attacks like this are never meta-relevant. That's also why they played the Rope in the first place.

The PTCGL devs don't play the game or understand the rules well, so the Pokegym judge ruling is correct.

This probably isn't going to be fixed. The devs don't seem to have a clue with how to deal with these issues and are just pretending they don't exist.
