Did they have enamorus v or toedscruel ex in play? Either of these could prevent the effect if the mimikyu had an energy attached. Alternatively, if the mimikyu had a mist energy attached, that would also prevent attack effects on it.

I've seen it work correctly in matches as well which makes me think there might be something specific that triggers it. Game logs for matches with great tusk might help narrow it down.

I suspect you shouldn't be able to play the card in the first place, if there were 0 cards to draw from..

What were the names of the cards you couldn't select?

If it's any consolation blocklax was in fact nerfed hard by battle vip pass being rotated out of standard - you'd be stuck with nest ball which means less deck space for tech cards. And the standard deck list with bvp was already inconsistent. No path anymore either, for people who were running that.

pokemon tcg is 1v1 so that doesn't even apply here....and don't compare a game to assualt???

It's a reprint of the one from obsidian flames. Lets you search your deck for a card once per turn.

Are you sure they didn't just reveal the water energy, and then attach it as their energy for the turn?

Charizard players also sometimes have cancelling cologne in their deck. and can pull it instantly with pidgeot ex. A few variants also have BRS moltres in there as a mimikyu counter if they're already using magma basin.

Dragonite's vstar is an attack. Attacks always end your turn. unless you mean it's not letting you do anything at all?
