The game does not migrate more than 4 of a specific art of a card. These cards are not standard format so it is possible they are still there and you are just looking under standard cards.

The best ones right now are umbreon, espeon, and sylveon. jolteon, leafeon, glaceon, and vaporeon are all kinda ok. flareon is by far the worst and is definitely very bad :(

You should almost always be running more than 4 energy unless you're playing certain specific builds of control. Usually you should be running between 8-14 energy\

TBH, I think that Pokémon is gonna permanently change the Expanded format to Sun & Moon on, which is probably a better format anyway. I still have no idea why there is no ranked ladder or especially friend battles for Expanded tho
