My opponent just used the Shining Arcana ability to attach Water energy from their deck to one of their water Pokémon.

The ability doesn't have any restriction on energy type or pokemon type for where it gets attached. All it needs to be is a basic energy (anything not labelled as 'special energy'), and be found on the top 2 cards of the deck from the ability.

I think you are thinking of the new gardevoir ex card, which only attaches psychic energy to psychic pokemon. The shining arcana gardevoir which is what we have now, can attach any basic energy to any pokemon.
