Beta version will be reset level and card after full open or not ?

Yes, Pokémon TCG Live collection data and any in-game progress made during the limited beta will be carried over to the game at global launch.

This is not fair for players in countries not open to beta, because they cannot do any in-game progress till global release of app.

It is fair, since the seasons of the game are 1 month long the game will probably go public at the start of a new
season so rank wise everyone will start at the same point, and redeeming cards is better in PTCGO since you get 10 cards per pack so on that front they also dont get an advantage.
The only thing people that have access to PTCGL right now can get before them is levels and they are very insignificant as they dont do anything.

As I read on forum, your progress will not reset, so all what you obtain from each month pass you will have. So yes, new season will start at same point at pass, but prices from previous seasons are something that new players not in beta will not have a chance to obtain.
