elgyem and beheeyem are very explicitly connected to manipulating others' memories so they'd probably be able to do at least half of the job. a decently strong fire type could probably burn the evidence unless it was arson

Giovanni's Persian smokes any other choice in terms of practical experience and funding. And with funding, you can hire a random Pokemon of any other good choice's species. Why else do you think Giovanni hasn't traded his Persian for a Tauros (stronger, more bull-like) on Route 18?
