Help evolving Arbok?

Hi guys I was watching my favorite pokemon anime and it said Arbok evolves into Seviper but I can't do it? Do I need a Mist Stone or does it not work in Pokemon X?

As you probably know, Arbok is kobra (cobra) upside down, similar to what you need to do with malamar, you just need to rotate your console upside down to evolve since the name Seviper is from viper and not repiv,
