Where do Pokemon sit on the spectrum from Animal to Sapient?

This has been troubling my mind recently. Pokemon can fully understand what humans say, some are incredibly intelligent, especially compared to humans, and apparently, they were able to get married to humans at one point.

So that begs the question, are they sentient? And do they deserve the same rights as human beings? Could an Incineroar run for president if it wanted to?
