Flash Fire Heatran if you have access to it in Pokemon Home. Immune to Fire moves with that ability, resistance to Psychic moves, and can do a lot of damage with a combo of Metal Sound and Flash Cannon.
Blissey and Eviolite Chansey could also make for good support Pokemon given that it's likely to have a special attacking set (though Psyshock will be an issue for them if Delphox has it in its moveset). I'd suggest using Rain Dance, Life Dew, Light Screen, and Helping Hand for its moveset.

Azumarill will easily be able to defeat the Delphox as with all the previous 7 star raids. I recommend setting up with Amnesia and Mud-Slap to mitigate Delphox's damage output, then maxing Attack with Belly Drum and hitting with Tera STAB of your choice to break through the shield.
