Thanks Moderator, I've submitted a ticket. To provide more details for this thread: After more testing, it seems this bug is specific to when evolving Electabuzz to Electivire PROMO-A while it's in the ACTIVE spot (because Volkner works when it is evolved to Electivire PROMO-A from a benched spot)
