We know that Hoopa portal leads to a place called Hyperspace Lumiose (or something like that. I'm not sure). Nintendo also released a small statement that says the DLC will unlock the mystery of why there are so many new mega stones. My guess is that it will provide a lore explanation for why the new mega evolutions…

I'd love for Missingno to be a part of the games as a normal Pokemon. However, I doubt Nintendo will that. They don't want people exploiting glitches, even in very old games. In fact, the official advice for dealing with Missingno is to delete your savefile, which is not the correct thing to do.
