Not a bug. If you can't do everything with a card, in most cases you just do what you can.

No, the other two work because they're abilities. Earthen is an attack. Abilities and attacks are different.

The problem was found in your other thread. Earthen Seal Stone has an attack, not an ability. Not all VSTAR Powers are abilities. If it has an energy cost listed, it's an attack. You need to be in the active to use it, and doing so will end your turn.

What Pokemon were you attacking, did it have any tools attached, what else was on the bench, and what stadium was in play? Gonna preemptively guess that it's resistance.

Had you already used a VSTAR Power? I don't think even understand why you'd play a Seal Stone in Lugia since you need to use Lugia VSTAR's Power. I take it you simply didn't realize that you can't use one if you've already used the other.
