To add a friend and duel them in TCG Live go to your Profile and click FRIENDS button, then click ADD FRIEND, you type the their screen name in the text box and press Send. After they accept the request you can challenge them from your friends list.

Has they officially said cards from XY and Black & White series will be added in the future, but not this year. All the series/sets before Black & White will not be added.

That deck usually uses V Guard energy, the Pokémon this card is attached to takes 30 less damage from attacks from your opponent’s Pokémon V. In the 2nd case they could also have benched the Radiant Gardevoir its ability makes all of their Pokémon take 20 less damage from attacks from the opponent’s Pokémon V.

TCG Online had much more cards and formats and I don't recall anything close to this mess. Yes it was improved for a long time, but you can always find excuses... like "oh this is still in beta phase" sure now that it has released the problem is the amout of players and cards... I don't think shut it down would help the game development and bug fixes, the new sets have to be added sooner or later anyway. Expanded had a significant player base in TCG Online, many players enjoy that faster paced game play (it was fun to play online time to time for me too) and we were able to play the old ladder like the other formats, I don't see why it shouldn't have access to a ranked ladder.
