Pokémon TCG Live in Asia is complicated depends on the country you at (Japan, Indonesia, etc. are not supported), you may need to use a VPN to workaround it. You can also contact the support to be sure if your country is allowed.

When you first login after the ranked ladder ends you receive rewards that can include multiple packs. The ladder just has reset few days ago (resets at the end of each month). Probably that's the reason why you are getting packs.

Did you use a Sky/Forest/Earthen Seal Stone or any other Pokémon VStar Power before trying to use the Giratina Vstar Power? The Seal Stones count as a VStar Power so if you used it you can't use any other VStar Power after.

It's expected to have some kind of "reset" at the end, but sure seems too much. The current ladder needs some improvements indeed. I hope this will not be the final ranked ladder upon release, at minimum points calculation should be more fair and allow expanded to have be ranked too.
