Those that are bugged are not holographic, to me at list the bug happens with a couple of basic dark energies of older sets where I have less then 59.

What BlueFerrow said seems to be correct. Just to add one more thing, you can see the green arrow pointing up on Zerarora card, that means it has an additional positive "effect", in this case the effect seems to be the +30 damage from Regieleki vmax ability.
